The case for cleaning before the import
A duplicate that never enters the CRM costs nothing to remove. A duplicate that gets in acquires activity history, an owner and a pipeline entry, and merging it becomes a negotiation.
Cleaning the file on the way in is the cheapest step in the whole process. Cloudingo covers that step for lists going into Salesforce or Marketo. A file going into HubSpot, NetSuite, a billing system or a warehouse needs the same pass from a tool that does not depend on the destination.
Using both is reasonable
These are not mutually exclusive. Clean the inbound file here, keep a native app for the ongoing hygiene inside the org, and you stop paying twice for the same duplicates.
